If you have to choose to visit either Liverpool or Manchester then 100% visit Liverpool. It's got its own culture up there. Manchester is just a smaller version of Birmingham but without the buzz of a big city.
@TheSavvyCScoop unless you plan to go watch a football game there really isn't any point on going to Manchester. Leeds or York are much better options in the northbof England.

Thank you for this! I ended up picking Liverpool and loved it. I’m planning on going to Manchester sometime in December or January.
