I can say that dish is a dessert dish we got in Sweden called ”Rice a la Malta”often served at Christmas which is rice cocked in milk and sugar and a pinch of salt almost near porage and then cooled down and mixed with whipped cream and optional vanilla taste to it. Served with fruit/berry sauce. I think you have something similar in Austria as well.

Sticky rice aka Glutinous rice is best steamed. Not cooked in the rice cooker for optimum texture.
