Sorry for the late reply. The collections can be found around the Hall of Doom for villains or Watchtower for heros. Players keep taking them so I buy most of them from the broker.
I think thats a drop, you mostly get that by doing Tier 1 challenges, duos, and alerts or Tier 7 dlc's episode 15, 16, and 17. If your combat rating is high enough, you can solo it. If not, I can still help.
