Select the Ellipse Select in the tools panel. Or, you can also use the keyboard shortcut. If the Ellipse Select tool is visible, press the M key. Position the area that you want to select. If you want to draw from the center out and want a perfect circle, hold down the Shift key, as well. You can right-click and choose Inverse to switch between the selected areas. Or, if right-click button is not working, go to Select choose Inverse. Select that layer to right-click on it in your layers panel and choose Rasterize. Then, press the backspace key or hit Del to delete the selection.

Alt drag cant happen
At 4:10 its not dragging, I drag a lot my mouse but it does not happening , help me man .
Hold down ALT key and drag to select, don't let go of the button.
