Thosr are concrete with the metal L bracket between two of them. Probably saves concrete, and shipping cost getting them on sight because it looks like they've eliminated about a third of the concrete, probably 25% lighter and if it will do the same job great! But since this is the first time I've ever seen those and they're being recycled I suspect they may not have worked as well as they had hoped?
