If OP were to actually read this, this is what I advise. The fee for going through the clean air zone was $9. Send her $4.50 for the fee. At most, pay half of the non-payment through the app around $60 for your half if I remember correctly. The court fines are fees are her problem. If she doesn't like the offer, then you might need to lose that "friend."
Whose choice was it to drive using the clean air zone? If she’d wanted tolls or fees or gas money she should’ve let you know earlier. At the most I’d pay half of the original nine dollar fee. I suspect she is exaggerating or just didn’t look at the notices.
If she had legitimate grounds to argue the fines (which is suspect) then it is up to her to do so. If she chooses not to then she is at fault for having to pay the higher amount. As the driver and owner of the vehicle it is also her responsibility to choose a route that does not go through a "clean air zone" or to pay the tolls accordingly. She acted irresponsibly, by her own choice, and should pay for the consequences. She can say whatever she wants but you can bet if it was your car and fine you wouldn't see a dime out of her. If she decides her mistake is worth ending you friendship, then it is probably best to accept it. People like that don't ever change.
