Oh and since SMIL animation is not widely supported, it would be nice to see a GSAP alternative for SVG animations

Does it Will SUpport all Browser including old versions?
Yes, it will work in any browser that supports SVG. IE9 and later, and pretty much every other modern browser.

Is the FindShapeIndex plugin required for using the different index or is it just a developer utility to find/test them?
+Evan Fleet The fineShapeIndex() tool is just a developer utility. It's solely for helping to find an intuitive number to plug in for the shapeIndex (if the default one isn't what you want). You don't need it at all - it's only for convenience. Good question.
