Mumbai is the cheapest city to live in, here you get everything cheaper in prices when you buy it after bargaining and visiting more shops,
for eg if u buy a sandwich from ur main food eatery, it will be only for 25 Rs,
but if the same product was purchased in the neighbouring posh locality it will be 60 -70 Rs,
Mumbai is the city where one can have a meal for less than 50 cents, who can travel by train for thirty miles for just 20 cents,
where the rich has luxury cars, jets, yatchs, villas, propertys etc,
even other Indian city's are also cheap to live in compared to other nations,

once you convert prices to dollars, you double the price of everything, cause the dollar is worth nothing now. so everything once coverted to dollars is double the price.

Mumbai, Bangalore, Pune, NCR (delhi) these 4 cities are where more than 90 % of the expats live.
Mumbai - best for business and jobs but most expensive and you need a car as i don't think any westerner can use trains on a daily basis...minimum
rent for a 2 bhk flat at least 800 $ in an area close to airport.
Bangalore - also very international and relatively cheaper with good weather and good for IT jobs and salary is also high
NCR - very good infrastructure as its the capital,, much cheaper than
Mumbai, when it comes to rent and food and all service, amenities,
      government office available.
Pune - very good for IT jobs, educational institutes and weather is better and less crowded than Mumbai, Delhi and Bangalore but more value for money. can find an apartment in a good locality (2BHK) for under US $ 500/month.
I think Pune is best as its closer to Mumbai, more affordable and lesser crime.
Cities like Indore, Ahmadabad, Nagpur, Chandigarh, vizag, Goa (state) are more relaxed and with $ 700/month/person should be enough to live lavishly
in these cities but opportunities are a lot less.

Honestly speaking as an Indian I've to say only Mumbai is best city in India it has the potential to compete in world platform other than that other city have lot of things to catch up. There are 85+ billionaires in India but sadly still the country is not developed rich people don't give a damm about their own country and people here this is where other country differs

I can tell you are not from America and probably from a poor city to begin with because you are listed stuff that's sold in places like India... -_-
