Their gonna end to nerfing it. It's growing in popularity to much. Maybe to balance it, they could give it an internal cooldown? So many other items have internal cooldowns and do a lot less lol. Empti posted a short of him using penumbra and it looked like the item wasn't working right. He had an ability on a 9 second cooldown, got one kill and the ability completely reset so maybe the item isn't even working right.
