I like to think this happend right after Peppino destroyed The Tower. Imagine that Peppino just came back to restaurant, looked at calendar and thought "Holly shit, I have dentist today" and asked Noise to keep an eye on his place.
He didn't even ask Noise to keep an eye on his establishment. He knows that's a bad idea. Noise just still managed to take over, which likely means he had less than 2 hours to do it AND he had to deal with whoever ACTUALLY was keeping an eye on the establishment.
I like to imagine that Noise talked Peppino into letting him use the restaurant in the movie he was making by convincing him that he would get free promotion for his business when people found out about it being in the movie. The Noise may be self-centered, a cheat, and nuttier than a squirrel's pantry, but I like to think he still has his good side.
In spite of his ongoing animosity after rescuing him, he probably entrust the Noise to take care of his establishment and to behave while he was out for his appointment.
