Hello, before you decided to submit your application you have to know how much time is the processing of the visa. That depends you location. Like for is its 30-60 days, but in som VFA its Up to 120 days. From the time you will submit your documents (Make sure you secure an appointment if needed) the ideal travel date is from 120 days onwards but give space as well. So I can say 140 days onwards. Know first the processing time.
It was not specifically mentioned. But having one will increase the chances of getting approved. If you dont have a degree, at least present apostilled highschool diploma + a solid work experience. Please note that embassy is reviewing documents based on your capacity"to find a job" in Portugal.

I never heard any visa application even in other country where submission via email is allowed. If you want to make sure you can always contact the embassy where you'd like to submit your application.
