It's really not that hard. It's all timing. Unless you're playing with 250+ ping I think doing it should be relatively easy. Flashing malphite ults and stuff is far more impressive.
not sure how much you can tell about his reaction times from these clips. A lot of the plays are based on proper predictions (e.g. 1:43). And I wouldn't put the great movement and positioning down to reaction times.
Roy Shantzis Tbh I dunno, he has high FPS which can have a significant change to your play and reaction time when playing ADCS specifically. It certainly helped me become better as I could actually see information quicker and therefore react quicker.

When you throw an axe at someone and before it hits run to a certain direction it will go towards the place you are running to, a bit like kalista's passive. If you stand still and throw axes they will go towards the location you're standing or close to you.
Technical question. How do you record? Did you plug in a camera in the computer and stream the image from it and the sound you just left the direct feed from the PC (main device)? Does this significantly better your FPS and thus is a good solution for low spec PCs?

FPS becomes redundant after 60 or 120 or 144 depending on your monitor
