I charge hourly($130) because of my expertise and size of my company(2 devs). It takes us about 30-40 hrs($3,900 - $5,200)to make a decent website/blog application, but hours can vary depending on your skill and site specs. When I started, after taking some online courses I was confident enough to take on a full-stack development jobs, then I charged about $50/hr. As I improved and expanded my skill set, my free lance fees went up $100/hr. Now that I have a mid-level dev on my team, my prices are now $130/hr. The typical range for development can range anywhere between $100-$400/hr depending on the size and skill of your company, but if you're just doing your first project I wouldn't charge nearly as much( < $100 ) especially since you're going to run into a bunch of technical hurdles and you will not be adept at making accurate bids.
Keep in mind this is what you pay stateside for quality work, not websites made with Wix or other website creation software or outsourcing to other countries.

I like alot of these ideas, but cold-calling or cold-emailing businesses with lousy websites usually is a waste of time: They don't care, don't understand what SEO is or why it matters, tried to do it themselves with Wix or Weebly so are emotionally attached to it. You can run it through GTMetrix and they won't know what you're talking about. So it's better to go to Chamber and Council events and talk about the value you bring and how you solve problems.

but what if you live in Thailand or other cheap countries? you don't really want local clients. so you left with only digital advertising. how do you advertise with google maps if you don't have office?

A great way when cold calling to find out who the owner is of a business is to use your state's Secretary of State website. Just type in the name of the business in the business search field and it pulls all their business fillings including the owners.

I'm shocked you view Facebook ads as useless around 16:00. I've spent millions on Facebook throughout the years and found it to be one of the best advertising networks out there. For reference, that's just with one company, not multiple.
Facebook ads can work to get you started, but personally I’ve just had poor results with Facebook also with clients that just don’t want to pay anything.

I've been watching your vids for a few years now. I need to dive hard back into design again, as I just lost my primary client, their business has just slowed too much do to the COVID. Some great thoughts in this video. Now, I'm gonna search your vids for specifically on building an attorney or dentist type website. These require a lot. Schedules, mail lists and so forth that I really need to update my skill set on. Anyway, great video.
