I paid for the cab via forex card at the airport. I used tripmoney forex card from make my trip, there was no mark up fee on that card. But, I think that card is now discontinued.

If bookmyforex is directly giving dong than you can exchange from them.
When I visited no one was giving dong directly so I had to take USD to Vietnam

On some places card won’t work and Vietnam currency has very low value, so you won’t be able to carry too much cash as well.
