The National Guard Pilot and Plane were dropping retardant. It is very effective to stop the spread of fire. It does not need to be dropped directly on fire. Plain water is usually dropped directly on fire. It can be dropped just before fire, but water evaporates quickly in the heat.

Nobody really cared much for the terrific Spielberg movie called "Always". Worth a rewatch.
