It's more likely she actually doesn't know because her underlings kept it from her. I personally have done hundreds of accident investigations and I can tell you not a single commander in any of those wanted to see a "draft" version of the report. They want to see the final report only. It's not that investigators are hiding anything, it's just that the investigation can go a different route if different evidence is discovered, making information in any draft version potentially moot.
@@VaporheadATC You bring up valid points, however even if the preliminary report contains some conclusions that were later proven incorrect she should still provide it along with an explanation why. As in "transparent".

The Coast Guard, technically, is not part of the "armed forces" or Department of Defense. Strangely enough, they are under the Department of Transportation. I'm a little confused myself as to why the DOT would fall under DHS (Mayorkas) control! Aside from their maritime code & law enforcement duties, they are IMHO, our eyes and ears of coastal defense. I've always thought they should be under the DoD, like the other 4 branches. I suppose there was some reason they were not setup that way but I've never read anything that would explain that.

I'm forced to conclude this woman participated in and approves the cover-up of women being sexually assaulted at the academy.
If she hasn't read it then she can claim plausible deniability... the question is who signed off on the report, and who gave them the authority to do so. And the second question is what did they tell her.
