because most clip is original making in jp , to remake it to english they need clean image frame and put the translate on the frame then render it again .
it's more work than just simple put the sub on clip .

Just fyi, puchisanji and these kind of "animated" videos are generally called 漫画(マンガ、manga) in japanese. However this kind of video format is often called animation in the western side of youtube and not "manga/comic" (eg jayden, odd1, icecreamsandwich etc). So that explains why they decide to call it that.
