What's funny, is when I was using Vista, I used these sounds instead of the regular Vista sounds.
I did 2 they seemed more fitting due to windows drastically changing from what xp was to vista
the fact people still think these ounds are from longhorn is rediculous
If someone actually was the voice from the startup and shutdown sounds, then you need to track her down and tell her to do a top notch impression of the startup sound

Some of these sounds are reused in other Samsung products, such as the "Cosmic Radio" notification sound, and i839* phone startup and shutdown
Some of the old Samsung phones running Windows Mobile 6.0 have some sounds from the sound pack. In retrospective, those could be clues that the sound pack is from Samsung.

Ring in 1 and Ring in 2 were used as default ringtones on many Samsung cell phones in the 2000s. That was my main hunch that Samsung made the sounds. Ring in 1 is known as Basic Ringer 01 on old Samsung phones, while Ring in 2 is known as Basic Tone 2 on the Samsung Epic 4G.
I've only arrived AFTER hearing exactly where the particular version of a pirated Windows XP has these sounds, except a shutdown sound which has Windows Vista Speech Recognition Tutorial's welcome sequence
The latter was often mistaken as the Vista beta 1 start up.

In case if i had a windows xp laptop/computer of the logo in the bottom on the monitor called Samsung then Samsung theme could be perfect for the Theme
i changed my system sounds to these ones, they just have that early 2000 relaxing feeling

I actually use these sounds on a modern OS, except moving some of the more unused sounds to sounds not in XP
Such as:
New Message is now Notification
New Alert is now UAC
Notify is Question
The i839's startup and shutdown is Samhorn's Startup and shutdown without the voice
I still use these sounds on my PC to this day.
