There is no way any student "needs" to have a cell phone in the classroom. Those of us over 40 made it through school without the "need" to be externally distracted to the point of failing the class. When neighbors told me of them buying their not even in high school 10 and 12 year-olds top of the line iPhones a decade ago because they "needed" them and "besides, all the other kids have them" I just about lost it. We shouldn't be raising generations of students that can't function in society without a QWERTY keypad and an LCD screen in their faces. It's sickening.
I’m gonna say this once and only once. Things. Have. Fcking. Changed. Back in your day there was less crime and a commercial reminding parents it was after ten and to make sure their kids were home. Now. There are crimes and no commercial like that. Some kids with diabetes need it to check their blood sugar, some autistic kids use it as part of accommodations, some kids are more independent than others and have to do stuff like book appointments or work (in the state of Alabama in the USA we can get jobs at 14) or get in contact with their parents if they have extracurriculars because schools don’t take that liberty.
