    In the REAL world, if you worked for a company and gave a contract to your personal buddy to deliver a product, but after 4 years and $60 Million was taken and nothing was actually worked on, you would find yourself fired or in jail for that kind of crime in the private sector. Why are we holding politicians to a different standard?

      I agree. This is the standard used in the private corporate sector. You try giving corporate's money as an employee to one of your buddies and they basically take $60 Million and the company finds out no one worked on anything, the product doesn't work and overpriced to the point of embezzling. Yeah you would be fired and looking at a court date for all sorts of crimes.

      Common practice here is if the government is paying charge a price you think is unbelievable and they'll probably accept it, I knew two guys who were freelance coders who designed and programmed debit machines it took them a week to complete the prototype that was accepted for the city buses and $2000 parts for all buses in the province. The province paid them $250k I'd assume it took another week to duplicate all the remaining so that's 80hrs $250k nobody put in a lower bid because it's the government. That's $3000/Hr

    My wife and I were fined $15k for not using this app. We attended 4 court hearings remotely from Florida.
    In each hearing the judges complained about ArriveCan charges taking up all the courts time.

    Charges should be laid for such gross negligence in cases where the government abuses tax payer dollars. Its not okay to spend our money like that. There is a responsibility to the nation that was not discharged. Not only should there be charges but there should be processes in place that improves the government's efficiency. We should be improving over time, not slowly becoming a worse bureaucratic mess.

      Because the Tories passed laws well back that made it so the government is inherently reliant on contractors.
      Conservative economics are reliant on the government giving out contracts to firms to do the governments work, if the Liberals did this in house then they would be accused of “big state” or inflating the governments roles/control.

      Exactly. Nobody monitoring the actual spending vs expected spending to date? Does it really cost this much to develop an app? There are so many developers in Apple App Store I wonder any app there would cost that much… so where did the tax payers money go? O…m…g… then we keep paying more taxes to cover these unnecessary costs? I wish I were one of the contractors

    I work in an agency, we build enterprise website, and the most expensive we build so far is worth 200K. I cannot imagine an app can cost 59 million.

    Initially, I clicked because I’m a software developer and I wanted to see what kind of organizational and technical obstacles they faced in developing this app, but im about 6 minutes in, and its clear the everyone involved was just gorging themselves at the money trough, so of course the product was a piece of crap.

      I remember learning the Harper era passports would begin to include RFID tags that could be pinged from anywhere for national security purposes but if you lost it or it was stolen, oh well, ruin your vacation. National security is for the spy network to create enemies through.

      We had to use an app in Alberta to go into restaurants, and my android phone couldn't display the QR properly when scanned with an iPhone so I was technically in violation despite having my double clot shot

      This cut and paste of the requirements into the proposal is a standard play that many comtractors use when bidding on gov contracts. By spitting back the exact requirements requested word for word they hope to avoid any argument that they did not meet them, its pathetic and happens all the time. This is how your taxes are spent and this arrivecan thing is the tip of the iceberg...

      Ya they all just put the highest price on the bid maybe $3000/Hr and it's often accepted, I met two freelancers creating debit machines who made $3000/Hr creating our city bus debt machines. 80hrs work $2000 materials $250,000 price.

    Can we fine the minister, the staff and the consulting firm? Let's put monthly 1% interest rate. Well, they can send mails or requests to taxpayers for clarification. We can wait 4-12 months to have our first responses.

    The problem with government is that it's not their money and any money they need they can print. It makes for a culture of willful theft and why not? No ones going to jail. Most of that money is gone. Even the government responsible has at least another 18 months to steal more.     The chances of graft and corruption being involved in this case is pretty high. The odds of incompetence and inefficiency is also high as it is government bloated bureaucracy. The saddest part is the odds this is political theatre that will have no accountability is almost 100%.

    Canada is a rule of law country, as per PM Trudeau. Therefore there can not be any corruption or criminal negligence in the Canadian government.

    Apparently the AG is lying, and the project actually cost 10x as much so closer to 1B dollars. Insult to injury we are paying govt to investigate their own wrong doings. The govt should be abolished asap and self governance amongst denizens should be established to prevent this type of nonsense.

    Per diem rates of more the $1k/d are not unusual for senior IT contractors. If a cost rate for a senior project manager is $125/d, that's $1k/d. These are typical cost rates for contractors in public and private sector.
    82% of invoices did have sufficient supporting documentation, so that's actually not too bad, but tracking of project costs should have been achievable.
    12M of that went to Microsoft and Amazon for services like database, network storage, etc.
    Seems like there should be a lot more documentation on the selection process for GC Strategies. People in procurement who broke laws should be held accountable with charges and jail.

    All the focus is on the wasted money while there's crickets about how the government used this app to empower CBSA to interfer with Canadians' Charter rights of mobility.
    Immigrants, illegals, foreign students and temporary foreign workers entered the country unimpeded while Canadian citizens that were not tech savvy experienced intentional roadblocks.
    This app was "never" about streamlining re-entry to Canada or convenience for travellers.

      ArriveCan was probably envisioned as a step in that direction.
