That second cable is there for a reason, probably for safety. If you remove it, then that's a safety issue in itself. The proper remedy is to apply anti-seize and make sure there are proper tools in the vehicle at all times.

If the rest oi the truck chassis looks like the tire rim. I suspect it all needs wrecking anyway.
The spare rim should be aluminum. Because all metal spare rims that goes on back off the car gets very rust
