Anything when puts into circular motion, experiences two types of force, one towards the centre, which is centrifugal and the other equal and opposite centripetal force, which is directed outwards. Since both are equal in magnitude, they neutralize each other, which keeps glass and water inside it fixed at one position (as the net external force acting on it is zero). This is the reason why earth is in motion round the sun.
The common misconception is that the two forces(centripetal and centrifugal) balance each other. Still, it should be noted that the centrifugal force is a pseudo force which is a consequence of considering motion from a rotating frame.

Ok. What if you revolve it horizontally..... The glass may fall down.. Because the centrifugal force is horizontal and gravity is vertical force.. Glass can still stuck due to friction. But two forces at 90 degree will not counter each other.
I don't know sir whether I am right but I think if we wil rotate this system horizontally then the cardboard would rotate with some angular velocity(omega)as the glass here placed on the surface of the cardboard it would also rotate with same angular velocity(omega) so the Normal force between cardboard and glass which is acting towards the centre would provide necessary centripetal force and also there would be some force of friction acting upward(between glass and cardboard) which would balance the mg(glass's weight) which would be acting downward if we put all the thing and do some calculations then we would get an angular velocity (omega) that would be the minimum speed at which the system should be rotated to keep the glass from falling in horizontal case That omega would be Omega = ✓(g/mu×r) Where mu is coefficient of static friction And r is the distance of system's(glass along with cardboard) geometric centre and the whole system Thankyou Harsh verma🙂
