Regarding Art.352 its written if president is not satisfied with security of india means agar president india ki security se satisfied nahi hai to National Emergency declare kar sakte hain. Please watch the video carefully you will definitely get the concept.
There is one Correction: State Emergency requires Simple Majority and not Special Majority.
