The normal thing to do is see fire grab hose put fire out not sit on the ground and watch fire burn. I was trained 30 years ago in the USA to put out fires with a 20kg air pack on our back. We would run in to put the fire out as fast as possible since most structures were made of wood. I was also volunteer.
Yep but this is not normal. The fire was too big, news report 1000+ families lost their homes. In that area, where homes are too close to one another, dense population, homes made from light materials, and maze of alleys are about a meter in size, its a disaster waiting to happen. A family can have 4 to 10 members. So thats 5000-8000 people losing their homes, its nearby the manila bay open water so expect air and fire to sweep everything. Its not like their seating and having fun enjoying the show. Many of them are volunteers also with zero pay, failing gears, no breathing machine or airpack, and no insurance at all. Just bravery I guess to care for others and help.

I have lived in Manila for the last 9 years and 5 of them was in Tondo. I have seen the fires here and wish I could fight them but now I'm 50 with my medical problems.
