You might have realised by now, but I think you’re misremembering what twice can do with his quirk
Morgan was right at 9:03, it was a copy of toga, toga can’t make copies of herself like that. Only twice can make full body copies of others and himself.
And at 14:29, that rappa clone wasn’t toga, it was twice using his quirk to make a copy of rappa. If you remember he did this in the summer training camp, where he made Dabi clones. Toga can only change her own appearance, and she can’t imitate the quirks of those she copies. Twice, on the other hand, can copy others while also allowing the copies to make use of their quirks.
Also twice suffers from mental illness so he's uniform doesn't actually keep him from split up it's just a safe place for him in a sense

it’s a shame we never got to see Toga drink Twice’s blood when she unlocked that part of her quirk where she CAN use the abilities of those whose blood she consumes.
Just imagining a two fold Sad Man’s Parade, busssteeed

The thing about Shigaraki taking off his hand and showing his face is how honest and direct he is being. Both Twice and Toga are expressing their feelings, so Shigaraki does the samez being sincere and showing his trust on them. It shows his growth but also contrasts with Overhaul who cleary treats his members as pieces while them have devotion to him. The League doesnt have devotion .. they have a bond that Shigaraki is expressing back here. (the anime also didnt express well that Shigaraki is smiling which goes with the "smile" Hero motiff)
It's probably also true that he's never shown them his face without the hand, which added to the shock.
Yet another instance of Shigaraki's growth as a villain. If anyone questioned him during S1 or 2, he would've thrown a fit or told them to just do it angrily. Especially when the hand is removed from his face. Here, he stays calm, reveals he's been playing the long game, doesn't get mad even with the hand gone, and tells Toga and Twice that he trusts them. The League is like their own little family.
Toga and Twice are good friends too. Their friendship is oddly wholesome.
Keep in mind girls that shoot style is only so he doesn't use his weaker arms too often, that doesn't mean he'll stop using them so don't expect that.
Also, Shigaraki isn't just saying that to get on Toga's and Twice's good sides or manipulate them. He truly, *genuinely* cares for them both. Not to mention that even though Twice said that he is a Villain, he's still human not a heartless monster.
Twice and Toga are the coolest lunatics.

Overhaul has one of the most powerful quirks in the series, in my opinion. Next it episode is Lit!!!!!

In seriousness though, Overhaul and Shigaraki are probably the most dangerous to fight at close range due to the fact that both can kill you with a single touch, one's just faster at it than the other.
No that first Toga who tabbed Rocklock through his hand was a copy made by Twice
