It is literally a buff to good stripes. Because you can use it offensively and in your combos. Good players will dodge dynamite which is not hard will have a hard time to dodge these timer dynamites. But if stripe player sucks it can lose them the game by accidentally downing themselves. Timer dynamites can also be used as a counter, lets say the enemy has you in their combo(their turn) and it will completely shut them down. So it is not a nerf, it is a buff to good stripes
