From the questions asked, it's clear that the audience has read a lot but not understood the dhamma in the proper way. This calls for clearer gradual explanations from the very scratch. First and foremost, we should note that the dhamma or the doctrine is so very profound that it is hard to explain in terms of mundane languages of general day to day life. The words we use in our day to day life are not rich enough in delicate profound specific and appropriate meanings to clarify or explain or expound the dhamma. So the listener to or the practitioner of the dhamma has to grasp the specific actual and right meaning by getting more familiar with the words being used by those who preach and explain the dhamma.
1. from what i understood vedana would be occurring in the mano, because citta is the emotional mind. 2. on rebirth and kamma, i see it like this. if i get angry and i express that anger towards you and you become angry then you express it to another and so on... therefore no entity is going through rebirth, but energy or activity going through rebirth.
on #2. Because the personality (generally) fades after the one lift, certain energies actually "follow" the lifestream. In a tibetan prayer it read "know the black and white karma follow the sentient through death like a shadow" in Abhidhamma and Vedic literature, how this happens is hashed out, as well as several esoteric texts
if you have a question, then I recommend going to see a senior member of the Sangha and ask them :) it seems strange to ask why people haven't asked certain types of questions, maybe they didn't need that answering? I don't know why Bhante explains rebirth like this. The Buddha himself said if there was not an unmade, unborn and unformed....there would be no liberation for the unmade, unborn and unformed. This unmade, unborn and unformed the Buddha talks about is the real SOUL/SELF.

The Path to get there involves Mano and Citta. "living" within Mind is the mundane mode of operation
