In most editing software the pixels are deleted and replaced with different ones, unswirling would have just made a bigger mess of pixels, but luckily they managed to find the very same software the guy used and were able to reverse the swirl and find his face

What this basically means is if you commit 100s of crimes in different countries you'd be punished for the grand total of 1 crime. There's no reason why the justice system can't fix that.
If you commit a crime, get caught, go to prison, and then get released, repeating that same crime should have some kind of multiplier on your next sentence. Make CP? Go to jail for 10 years. Come out and make more? Go to jail for 20. Again? 40.
