Overall you should probably prioritize the new legends (Luffy, Ace, Shanks, Roger), BUT if you got what you wanted from the other parts and miss stuff from the super evolution banner you could consider it. This super evolution Luffy part is not horrible, but you might have all the super sugo evolutions available. Many old Luffy legends are also in the pools which is bad. You should think of it like this: do you want Roger a lot and miss more super sugo or anniversary legends from his part? If yes go for part 5 until multi 10 (if possible) but if no and you miss super evolutions and TM legends from this part you can try on the Luffy part, providing you also are done with the other new 10th anni legends

I did my 30 multis and got the new Luffy, shanks, and Ace. I didn't get any of them until about the 22nd multi it was looking real grim

Transitioning to other part for Shanks and Luffy would be better I think. You could risk going to 30, but getting Ace would be sad
