The Taipei Air Quality is much improved over the 30 year ago time period when I was there, then when you could see the mountains you knew the Typhoon was only a day or two away (the low pressure pulled all the pollution away), great looking day. And that memorial hall was one of the first places I took my family to visit in 2010 on my first trip back, very nice area.
中正紀念堂 is a perfect place I can sit there all day if the weather is good and it is great for picnic. The surrounding areas are very lovely to walk around too. I love visiting Taipei 101and it's food court. The food is very tasty and with various options.
To bring your Taipei 101 observatory experience up another level, try going up there around sunset. You will see the city go from bright to pink to dark with twinkling city lights. We did that on top of New York Empire State Building right before the pandemic. So unforgettable!
