With 10k hours played very few players can keep their crosshairs on moving targets to perfectly. In a game with recoil btw, not some shit cod or something. Imo the best aimer in 1.6 for sure.

(Is the best way I can describe it).
I'd say his prime was back in 2007-2009, but regardless a top 5 player in other years and could be easily classified as the most skilled player along with mSx and REAL

F0rest is Hands down one of the greatest aimers in both variants of cs. Whether it’s 1.6 or csgo,the guy at his prime was basically a living aimbot.

Neo has more achievements but F0rest is better. If you say guy 1 is better 'skillwise' then it means guy 1 is just flat-out better.
Both NEO and f0rest are contenders for probably the best player of all time. I think it's hard to say which one is better.
