Wow, so all those people used the power boosts and did content easily and now they modify the boost to make life difficult for people who will do those contents now? The solution I suggest is-
Don't mess with old boosts. Just make new boosts and make sure that only these new boosts are usable in new contents.
Let people use the old boosts in old content while it lasts or untill like 3 months from now. After that, remove any unused older power boosts from the game.
