The 20 hrs p/wk is that for a bachelor degree or master? i know in Australia as a master student, you work full hours which is 64 to 76 hours bi- weekly. Regarding the tuition is it same as Australia?, here you pay the first semester fees, then you get your COE to apply for visa. The only problem with Australia is the immigration, you have to show $70 thousand dollars before you can get your visa.

Yes let the student submit and get the Visa first then after some months you could apply for open work permit. Submitting at thesame time might trigger a denial
