    Sir, you are wrong. The equivalence class of a(belongs to A) is generally denoted by '[a]' or 'a^--' but not 'a^~'.Since, the equivalence class is always considered w.r.t. an equivalence relation '~'; so it is often denoted by "[a] subscript ~". Tilde/wiggle operator is used to denote an equivalence relation between two objects. The expression 'a~b'(read as a twiddles b) means 'a is equivalent to b'. In the notation '[a]', a is called as the 'class representative'. The notation 'a^~' means 'a' is an equivalent element of [a] w.r.t. an equivalence relation '~'.The equivalent elements of an equivalence class e.g., [a] are denoted by a^~ subscript 1,a^~ subscript 2,... upto a^~ subscript n; where 'n' may be a finite number or infinity.
