There were no promos in the ring back then unless someone like Okerlund was in there holding the mic. That stuff didn't begin until the late '90s. Plus the only live WWF television were the pay-per-view events or paid channels like MSG Network, so it wouldn't have received much attention from fans.
Are you kidding me? He was a one hit wonder. He was a nobody before he won that title and was a nobody after he lost it. And calling someone who always got himself disqualified or counted out to keep that title the greatest of all time is a joke. And putting him over for it against Steamboat is more of a joke. He couldn't hold Steamboat's jock.
The real story is probably more complicated than what he is telling. He was also real buddies with Hulk Hogan at that time. Part of the additional story of what happened was who Honky Tonk Man feuded with after wrestlemania and who he was supposed to eventually lose the title to: Brutus Beefcake. Beefcake never got the title because of his accident, but the change-up in the plans for Wrestlemania IV didn't just benefit HTM. It promised an IC belt win for Hogan's best friend. The other part to all this is that Hogan supposedly didn't like working singles matches with Ted. He would work with him alot in tag matches, but after wrestlemania IV, he did about five singles matches on house shows with Ted and otherwise no singles matches at all. If Ted has been given the title, Hogan would have had to work a long program with him. There are probably five people who actually know the story: Vince, Patterson, Pritchard, Hogan and HTM. Bruce Pritchard claims that HTM's story is totally false which is hard to believe. The others have never said anything. Maybe Savage and Dibiase knew, but Savage is gone and Dibiase's version seems to indicate that either didn't know all of what is going on or that he is still unwilling to talk about it. The other obvious part of the story that HTM still denies is that him getting squashed by Ultimate Warrior for the title was delayed punishment for refusing to lose the title earlier.
The good thing about this story is that he gives far more details in his Kayfabe Commentaries interview, as for Bruce I always take his side of the story with a barrel of salt since he's proven without doubt he's a company man
Your version makes sense. But I refuse to believe that the original plan at WM4 was for DiBiase to win the world title. He was 10 months into the company *and* a heel. Vince would've never let a heel victory close out a Wrestlemania with a world title victory. (He didn't even let Yoko go fully over after WM9!) If anything, maybe the plan was for Randy to go into WM4 as the IC champion, win the tournament and close out the PPV with two belts, just as Warrior did two years later. The IC Belt is now vacant and Beefcake wins *that* tournament. (Again, just as Curt did two years later...) Either way, HTM's claim that he completely upended Vince and Pat's booking with his refusals, and that his petulance inadvertently led to Randy winning his first WWF Championship is ludicrous.

You are right that they couldn't have ended the show on a downer with Ted winning. So they would have to have some other match end the show. Jake wasn't reliable d'/t his struggles with alcohol. They unfortunately couldn't trust him to appear yet alone with a title.
