in 1992 when the USSR went broke many navy ships just sat in dock as they had no money to pay for fuel let alone the sailors, many seaman and officers simply abandoned their posts, those officers that did stay went for months on end without getting paid and lived on those ships. many ships were eventually scrapped.

Zero of 1st rank surface combatants been commissioned, such as DDG, CG or BCG, not speaking of CV and CVN. While US navy, since 2009, commissioned 13 DDG and 1 CVN.
