well, black mamba is jake paul, the one you see in free roam.

Somewhere in the comments is a link where you can find all roaming racers spawn locations.
Go there and he will appear on map. Then you can defeat him. 😎👍

Anyone know where slipstream is?
Go to that location on map then he'll show up.
Go to the safe house on far right of map in silver canyon and keep driving around in the canyon (between airfield and safe house)

To unlock some of them you have to go to their loaction (general area) in free roam.
Unfortunately I didn't share locations in this video but you can google and easily find a site that shows all roaming racers locations.
