'Belongs to jail' means that they did something that legitimatize others, on the authority of the understanding (and probably will of most) of those others, to take them out of society and bring truth to some of the secret, bad things they did :-) I won't give thirty or forty years of my life to service for my country because I have much more urgent things to do with and in my life than to 'serve' others IN THAT WAY; Or to 'govern' others in that way for that matter.
