Yes but not in honey hole you can just atack the thats its not trapped. But in normal cross ashi its legal you just need to remember you can turno just for the side leg you are attacking
He showed the sweep but heel hook is illegal in the gi ibjjf so he didn't show. In the honey hole he cannot attack the trapped leg or even block the foot. Either he sweeps or he can attack the other leg.

Legal! Just don't go to the foot lock (straight ankle lock) as you are with the honey hole locked. As long as you don't do it you are good :)
