    Note for viewers after me. The hours meter is total machine (engine operation) hours. There is no way to say that the city actually USED the machine. You can add up hours on that counter by just idling the machine in place, and even brand new it had to have a couple of hours on it from post-assembly testing, much like a brand new off-the-train car has a a very few (usually less than 5) miles on it already.
    -
    A good follow-up would be to see if whomever bought the "obsolete" model is getting more use out of it. Hint: I bet they are.

    All paving companies I know of use those machines so often they staff mechanics to maintain them. While local roads are falling apart, this LA City machine sits practically brand new.

    I think this machine is designed to grind and recycle asphalt. Most city streets have many patches made of concrete. The machine is probably not designed to grind or convert concrete to asphalt. This machine will never pay for itself. It's probably broke down because of inexperienced operators. A contractor friendly with the Mayor will purchase it for a $100,000 in a sealed bid auction.

      Even if it was a road made from asphalt they still need a paving crew to work around the manholes and sewer grates. Not sure how many paving companies are willing to bid on jobs where the city wants to do all the straight easy work in house then contract out the skilled finishing work.

    Just to clarify what this machine is. It’s a milling machine. Its purpose is for grinding up old asphalt or concrete so new asphalt or concrete can be put down. It does not recycle or lay down new asphalt or any other material. It only removes material. But regardless of that it still shouldn’t be sitting there wasting away

      Maybe it doesnt work. Europe has paver machines that lay brick pavers functionally. If they cant get an asphalt repaver they should revert to pavers. Even cobblestone style would beat all the potholes on some rds.

    Contact the manufacturer and ask about maintenance for it. They can not sit for months, it needs to run. Better yet look at who sold it and how they possibly connected with someone in the government.

    In my country it's usually a corrupt deal between supplier and government officials. A need would be "invented" for unnecessary purchase and kickback payed to officials out of over inflated prices.
    The facilitating agent can score up to 33% commission, always a family member or friend of official.

    It looks like a milling machine to me, NOT a paver. It's grinds the roadway to a certain deapth, so that a new topcoat of asphalt could be laid

    I love how they focused on the homeless man throughout the segment. If the point is to expose corrupt justice and misuse of taxpayer dollars; What is gained or added from citing the homeless man? I mean really?

    As a heavy equipment operator that works with these machines and is also a libertarian, this is actually a great use of taxpayer money. Trust me, I really don't like taxes and I don't like the government wasting money, however, this machine legitimately will pay for its self in 4-5 years with a working life of about 20-25 years. Owning the machine allows the city to complete projects at cost and with more flexible scheduling.

    The REAL cause of the non use is there is nobody willing to operate it! It requires excellent skills, and excellent pay to operate that machine. The city should sell it to a private paving contractor and contract out the paving work. Problem solved!

    I know that machine and what it does. Cause several years ago Donald trump hosted a show on discovery channel featuring it. Can resurface with fewer people and no new materials allowing you to save money while paying employees more. You can drive on road 15 minutes after it passes without having to close road. That thing should be running around the clock.

    Funded by the county wide Proposition M which was supposed to be used for road and traffic infrastructure throughout the county. Mostly being used to fund free fare on the county METRO bus system.

    A survey has to be done of which roads need it and which roads are good for it. Traffic plans have to be determined, as to when to pave to not interfere much with current traffic demands meaning traffic in those areas has to be studied, new slope designs have to be determined for the road to run off water effectively, Roads have to be tested to see if the recycling method works on certain roads prior to paving, and training a crew takes times too. Im not surprised its been a year. As a material testing technician the plans I receive are around 1-2 years old for projects going on today.

    To only use a machine of this type for 4 hours over a 2 year period is a criminally negligent under utilisation of a taxoayer funded asset.
    But to then replace it after that time and use with another, costing almost 1.4 Million Dollars utterly beggars belief!

      I remember hearing the joke “What’s wrong with the roads!” And then realizing in my own city that they tend to break up and replace the same streets while others have gone decades and have potholes every couple of FEET! Never ever see them get taken care of.
