If you had done basic research, you’d know that he was NEVER an undercover FBI agent or even an employee of the FBI in any capacity and he should have clarified that as well. He was simply an informant who sold information to the FBI for money.
Yes, you are right to some extent. It happens in every country. Even in Pakistan, the informant becomes an agent and is given an identity, such as Honorary Inspector or Captain.😊😊😊

I think I read somewhere FBI is not allowed to operate outside US borders ... Though FBI also gathers information through their sources.This also caused problem for FBI in tracking 9/11 terrorists before the attack.
I think they told him that it is with their consent to make sure he doesn't cause anything that obstructs the take over so that it doesn't compromise their mission.
Information exchange and securing one's assets is a major part of the game;this is why agencies let some attacks happen even if they know it is going to happen. The main purpose of an intelligence agency is to gather information.
