They announced it and tried it out in late 2019, and next year it was in effect. My school did take it somewhat seriously, but besically no student was having it. All we would have to do is go into the toilets if we wanted to check our phones. Also, the people running the DoE here who decided to have the rule in the first place didn't bother to consider that people can just put SIMs or hotspot their iPads, which can do basically the same thing as a phone lmao. The whole purpose of the rule was to get students to socialise more, which is ironic, because when the pandemic hit in early 2020 we were told to social distance. Later that year our principal said something like "Going into the toilets to check your phones is not appropirate" at an assembly, we were internally like yeah whatever bla bla bla. I graduated HS 2 years ago and came back to visit, nobody seems to care at all, phones in plain sight as far as the eye can see.
