    I thought of an idea for a mechanical Westminster chime, No-hour strike clock. Since some quartz clocks play Westminster on the hour and don’t strike the hour, why not let a clock maker design a mechanical version of that kind of clock?

      They do its called a Strike Silence switch and some clocks today have that in place if you don't want to hear the hour strike.
