I personally don't think pm hal gets risk assesment or desision making. those are baku's two biggest strengths (along with planning and intuition) as there has not been a single time I can remember his risk assessment or judgement has been wrong, exept kiara's death, but even that baku still judged he'd gain control of the outlaws, he just didn't foresee his death.
