Those aren't oxygen bottles. This type of "jet pack" (more properly a rocket pack) is powered by a monopropellant: hydrogen peroxide. The H2O2 is forced through a catalyst by pressurized nitrogen. (That's why there are three tanks.) There's nothing new here; Bell Aerosystems demonstrated theirs to President Kennedy in October of 1961.
