They are unable to do anything worthwhile, their space exploration is done with a Saturn clone, their tanks are Russian design clones and the only two aircraft they have that are derivative designs are the Q-5 and F-8. Probably because they didn't follow up with the next logical step because illegal copies of the Su 27 are cheaper they don't have a functional engine or design culture.
