Its definitely a skill to be learned. The best way to remember it, is that you lift your heel and then quickly snap your ankle and heel outward to unseat the toe clip ... slow pressure won't do it. But a rapid jerk will.
Always test new pedal tension on a wind trainer or next to a wall or bench. My last set of pedals were so tight I had to take off my shoe to get off the bike, but I was on a wind trainer so no pavement kissing occurred

Couple times for me over many years of cycling. I keep them a bit more loose than most but rarely pop out.
Time pedals were notorious for this. Switched to Look then Shimano. Never looked back.
