The writer of the original lyrics is Wang Jun(王军), composer is He TongJian(何同鉴), also known as his pen name, Xiao He(晓河). Interestingly, he is also the composer of the national anthem of Guinea-Bissau.

From it's Fascist Chinese KMT occupation. Taiwanese natives don't like their government. After the KMT got destroyed by the CCP during the Chinese civil war, they invaded and occupied Taiwan and installed their fascist regime there. Most native Taiwanese don't want the KMT to be in charge any more.
