I will try it again. I tried when it was 6 months, but it was impossible to get the drain plug loose. Now it has been serviced by Vespa, so hopefully it’s not as tight as last time.

So I did this today with a friend, 9 hours later... we got it done. The reason it took so long is because the wrench you suggested just would not remove the filter, it wasn't about strength, it was more about clearance and from the angles with so little clearance, it was just stripping the bolt. So then we tried a socket wrench, didn't have the right size. Went to a hardware store, the muffler pipe was in the way, so once again no clearance to put the socket wrench at all. Then we were going to remove the muffler, the screws were too rusty and in ONCE AGAIN, a shitty angle to remove. Why is every screw on this bike such a fucking bitch to get to!? Changing oil should be much more simple than this, everything is put in a stupid area. So finally what we did was try the socket wrench again, but put it in slightly from an angle (with the muffler off to get a little leeway to move the pipe around, and we managed to get the first filter cap off. It also took long including the trips to the hardware store and trip back to his house to get a socket adapter, but man, they designed this shit so stupidly to change oil.
Also, the filter wrench you suggested did not fit around the filter, and it wasn't 1.4l to fill, it was around 1.1 for me. I'm not blaming you at all, but I want to save others headaches.
Wow sounds like you had quite the day! I had my friend help tilt the scooter slightly so that it gave a little more clearance for me to loosen the filter and the oil plug nut. The wrench and other tools all worked for me but I had to use a lot of strength because they factory torqued the hell out of em. They definitely don't make it easy to access some of the key areas. I'm glad you got it done though 👍👍

Around 1.4 qt / 1.3 liters with changing the oil filter too
