how to make the nether portal work:
Step 1: download WorldEdit mod, and put in mods folder.
Step 2: do //wand
Step 3: you got the worldedit wand, left click one portal and right click another portal.
Step 4: do this command; //set portal
if it doesn't work, try //set nether_portal
Step 5: that's it.
Why would you need a mod aka plugin if you can just fill it in with the fill command? If you type /fill and look at the corner block and press tab space tab space tab space and on the other corner the same and at the end type nether_portal it would do excactly the same thing

To get portal blocks you can get the mod "not enough items", for any 1.12,and the portal should work in that

How you want to fill it in is that you go into your controls and find out which one is set to pick block and the press that button when your cursor is at it and it puts it into your inventory

I’m pretty sure that you can fill from one coordinate to another with any block.
with the cursor, look at the portal block then middle click on the mouse: scroll button then it should copy it into your inventory.
